You need to go to a local post office that also does passports, not all of them do. You need to just fill out the normal form but you need to pay extra to have it expedited. That takes about three weeks to get which should be plenty of time. If you still don't want to wait that long, you can make an appointment there to go to the nearest Federal Building. They can do a passport same day, but it's double the price.
Whatever you do, do not allow them to process the passport under the regular system. You do not have that much time as it takes 12-15 weeks that way.
Oh and you have to have an original county birth certificate. Not the one from the hospital, but the one with the raised embossed stamp...and no copies are accepted.

Go to your nearest county building office, visit http://travel.state.gov/passport/.gov to find the nearest one. You want the EXPEDITED passport which takes only 2 weeks. When you go the office bring you 2 passport photos (go to Walgreens, CVS or whatever your nearest place for cheap photos), bring your birth certificate, the passport application (you can get it at the post office or download it from the address above) I the current fee is $97 and $60 dollars for the Expedited service. The normal time is about 6 to 8 weeks, but if your going in August don't chance it. Also should you need some advice on things to do in France, let me know I have been there twice.

IF you live in one of the cities listed, you can make an appointment and get your passport the same day.
If you do not live near a passport agency then there are expediting services that will do it for you within a couple of days. Here is one.

Go to the PostOffice with a passport photo and get the accelerated passport (for an extra price). http://www.usps.com/passport/
You may request the Department of State's Expedited Passport Processing Service for an additional $60. With this service, the agency will normally process your passport within three business days after receiving your application.
