The Army Corps of Engineers just installed 40 temporary hydraulic pumps in place at the three outfall canals in an effort to prevent mass flooding again as a result of another catastrophic hurricane. So I would say, if another destructive hurricane hit, it may not have such a devistating effect as Katrina.

Newtons Law say yes. There will be Hurricanes in July or August. Not really Big ones, but yes most differently. So be ready. Gas, lights, matches, food. Sorry, but can't keep using weapons and not expect no reaction.

Only God knows. They have improved the levees and installed flood gates so we can only hope and pray that we are spared!
