The United States Air Force claims the chemtrail theory is a "hoax", claiming "The "Chemtrail hoax" has been investigated and refuted by many established and accredited universities, scientific organizations, and major media publications.". They answer each claim in the theory:
(1)Contrails can remain visible for very long periods of time with the lifetime a function of the temperature, humidity, winds, and aircraft exhaust characteristics (and wingtip vortex effects).
(2)Contrails can form many shapes as they are dispersed by horizontal and vertical wind shear.
(3)Sunlight refracted or reflected from contrails can produce vibrant and eye-catching colors and patterns.
(4)Observation and scientific analysis of contrails and their duration date back to at least 1953.
(5)The National Airspace System of the United States is orientated in an east-west and north-south grid with aircraft flying at designated 2000 foot increments of elevation.
Contrails formed by aircraft may appear to form a grid as the winds disperse the contrails.
(6)More contrails are seen in recent years due to the growth in the civil aviation market.
Now I don't have a problem with a "healthy skepticism", but before I go swallowing any and all info on this, I want to consider my sources. I'm more apt to give creedence to university studies and responses than I am all the "opinion/point of view" types, because they are driven by the same sensationalism the cheap tabloid magazines are.
I would invite you to dive in and do your own research. Just, please, look for sources with no particular axe to grind. Feed your head with facts, not speculation and flawed logic driven by the need to sell a book or build a cult following.
Sorry, but the only "weather adjustment bill" that I can find is the weather adjustment you get in your gas bill during winter months. I don't think that has anything to do with what you're talking about.

Condensation trails or contrails were first observed in the 1930s when aircraft started flying high in the troposphere. During WWII, meteorologists learned to forecast the altitude and duration of contrails and gave this information to bomber pilots who would fly just below the contrail level. Any fighters attcking from above would leave contrails and be easier to see.
The chemtrail conspiracy theory started with a nutter on a radio show in the USA and has developed from there. One thing the theorists all have in common is a complete ignorance of atmospheric physics. Anyone with a reasonable knowledge of science would understand how contrails form and are maintained.
One further point the nutters ignore is that at the altitudes the trails occur, there are very strong winds. Anything very light dropped out of a plane at that altitude is going to reach the ground hundreds of kilometres away if it ever reaches the ground at all.
You know that the chemtrail nutters are away with the pixies when you start reading about sylphs and orgone energy generators. Google "chemtrails" for a giggle.
