I'm gonna go ahead and disagree with everyone else who's answered so far. A 275 hp V8 is not really high powered anymore. Whether or not it's fast depends on what you consider fast and the vehicle it's in.
As mentioned above, V8 Camaros of the early to mid 90's were rated at around 275, but by 2004 the top model was up to 320 hp. A lot of cars with bigger V6's are pushing 240-260 hp now. These days a powerful V8 needs to be rated at 300 hp at least. The 5.7 Hemi is rated around 350 hp. A Chevrolet 5.3 is rated at 300 hp. Vettes are available with 400-500 hp (I've lost track of them recently). Ford builds engines with ratings well in excess of 300 hp.
A 275 hp car isn't going to be slow (unless it weighs 2-1/2 tons), but it isn't going to be quick by current standards.

Horsepower is a good way to determine the actual power but torque is better. A new 275 hp V8 is pretty good since they have all the emissions control crap and stuff on them. It isn't good compared to the 60's cars and such which had usually between 300 and 450 hp. Actually 18 wheelers only have about 550 hp but put out about 1300 ft/lbs and the newest ones are about 480 hp and put out upwards of 1600 ft/lbs of torque while most cars only put out about 200-300 ft/lbs. It all depends on how you look at it.

ok 275hp in a full size truck would be considered gas guzzling and slow....275hp in something like a honda civic or an older ford roadster would be fast....depends on weight and such...aerodynamics, things like that
