BYU has the oldest average players. Many of their players do the two year Mormon mission thing prior to playing at BYU

Oops...I was about to think NFL...Who the hell knows about college?...Most of them are 22 as seniors...Probably the military academies, (Navy, Air Force, Army) since they are in often out of high school and then don't always use their eligibility right away...so, there are 24-25 year old football players...
