What city, what country?
Contact department stores and other clothing suppliers who need the services directly or who will post notices about services available. Fabric stores like Joanne's or Hancock's in the USA may be willing to provide notices, especially if she is willing to offer classes, say once a month, in doing simple alterations or in making tricky parts of patterns, like collars.

Depending on where you live there might also be some small clothing manufacturers who are looking to outsource some of their work. My girlfriend did that kind of work from her home and made fairly good money at it. She had to sew appliques onto children's clothing pieces before the garments were then assembled.

The other thing to do is to post notices around your town along with a phone number for the people to call if they need sewing work done.
