Each person hits puberty when they are ready. I started cumming at 9. I also know people that started at 18. Don't worry about it. It will definently happen.

Boys develop at different rates, so it's impossible to say when you will start ejaculating. Once puberty starts your penis will start to get longer & thicker, pubic hair will begin growing between your legs, and your testes (balls) will drop. Once this starts happening, you'll probably be ready to start experimenting with masturbation. Until then, just relax and let nature take its course.

For each there is their own time, you mite want to talk to a Doctor about this issue to be shore there is nothing wrong. But I dote it! I was 15 almost 16 before I started!
