In CA the total would be 2 people. You need at least 2 bedrooms.

Kids count in CA, I can't imagine them not being counted anywhere.

Apartments are expensive in CA, try looking for a 2 or 3 bedroom house, it should be cheaper.

It's standard that one bedroom apartments are occupied by two adults, married, living together, roommates, or what have you or a single adult with one child (and maybe a newborn). For two adults and 2 children, you would need at least a two-bedroom, one for adults and one for children. That's pretty standard and I feel for you that you can't afford bigger. Been there, done that.

As a landlord, there is no way I would rent it to you....That is just too many people in a small living space...
I would say 1-2 people tops
