I have already chased the galactic grunt and have beaten him. I went to Hearthrome city and I went in the gym and the guy said that the gym leader is somewhere else. Where can I find the gym leader?

You must give the Secret Potion to the psyducks with the bad headache. Once you give them that, they move at of the way. Do this and the gym leader will come back.
