It is like telling a mad person that he is mad! The short answer is that USA does not think that it is the worst polluter of our planet. It is constantly blaming China, and India because you know that these two countries are a real threat to them!

Firstly, the Chinese and Indians can do the best job at a fraction of the cost;

Second, the Chinese and Indians use 10% of energy requirement PER PERSON than American or European.

Third, the Chinese and Indians are generally well qualified than Americans and Europeans;

Fourth I don' want to go on ............................!!!)

Fifth, YAHOO might censor this so I'll stop her!!

they could if they were bothered!
but i dont think they are and i also dont believe that they would listen to anybody with enough sense to see what damage they are doing.
even we are managing to do something bout our poulltion.
an example of the U.S being idiots is about the Kuait summit, where each country got a quota for the amount of polluation they can cause, with richer countries having less, and poor countries having more so as not to halt their development. however soon after this the U.S brought the quotas from some of the poorer countries so that they could have even more!
disgusting i say!
they have enough money to research new answers etc so why dont they?
cos they r lazy!
also people have created a measure of your usage of energies etc, on average each person in the U.S uses about 15 times the amount for each personin england its about 8 times and in some countries like indonesia its less than 1.

The two worst polluters on the planet are India and China, therefor I guess the answer is it already has.

No they can't - because the average citizen (general majority) doesn't care enough. If they did care enough - that would swing political will, because politicians need votes. It's really all up to the majority of the population.

yes, if we find an alternate energy source, but there's really no point in doing it if we don't get china to do the same.
