I would feel safe with video tape of the event even if in a court a lawyer might say it only shows stuff being taken from the shelves not being taken from the business.
If it was being taken from a confined space that only a few people should be using, but including the target, then changing the locks and issuing the keys again to a very few people, at least at the beginning, would provide strong circumstantial evidence.
