Anytime you light a flame using natural gas to heat anything, then you will get CO2 emissions. If it's an electric water heater, then no CO2 is produced.

If it is a gas water heater the CO2 should go out the vent. An electric water heater does not.

No, a water heats water much in the same way as boiling it on the stove. A heating element is used and water is either heated over the element or water is run through a heated tubing. No CO2 is given off at all except in the electricity or fuel used as a heat source. Not from the water itself.

No, not directly but the source of heat may be a culprit.
