Remove the ignition switch and bring it to a locksmith.
They can make one.

Depending on where you live, a lock smith wll come out to you in most cases. If not, you could remove the ignition and take that into them, they can make you a couple of keys. You may want to get several made just in case this happens again.

Some lock smiths may require that yoiu can show that the bike is actual yours which is a good thing because we have a lot of theives out there stealing Scooters. Anyway...

I would call the manufacturer to see if they can sent you a copy of the key. I would have the VIN (Vehicle Identification Number) handy and they should be able to match the cut of your key to your scooters VIN.

If that doesn't work , you could call a lock smith or a mechanic and see if they can re-key the ignition.

If you can't find the manufacture on the internet just go to a locksmith.Go to a small store cause the big stores charge alot.You no that you could just put a toggle switch in place of the locking switch.
