For instance, if I had 'Cs' and 'Si' how would I figure out if they are ionic or covalent?

Cs is Caesium, a highly electropositive metal which always has a charge of +1 in its compounds and forms ionic bonds. Si is a metalloid and can have many charges and forms covalent bonds.

Cs4Si is the best answer. Cs is so electropositive that it can force Si to accept 4 electrons, to form an ionic compound with Cs+ and Si4- ions.
