Boys can ejaculate from quite a young age. They will frequently have wet dreams during which they ejaculate. These are most common at puberty, ages 12+

I believe I was 14 when I first ejaculated semen. I think at about 13 is when I first experimented with masturbation, but only produced a clear fluid, which I now assume meant I wasn't producing any sperm yet. Even younger than 13, I first reached orgasm, purely by accident, while trying to climb. There was no ejaculate at all but still an intensely pleasureable feeling along the length of my penis.

Depending on when their puberty starts, it will be around 11 or 12 years old. There's a recent case here in Singapore: a 12 year old guy made a 9 year old girl pregnant. You get the idea.
