This may not be the scientific answer, but it comes from observation so take this at your own risk =P. Rivers are much shallow in depth as compared to oceans, which may very well be the reason for the clarity of rivers compared to the blue of oceans. Also, if you've ever been to a beach and walked along the shore of the beach where the water is really shallow, you can see the sand and your feet clearly through the ocean water since it is really shallow. However, as you venture deeper into the ocean where it is of greater depth, you begin to lose that clarity.

i have seen the Houston ship channel after a spill of Alummate from a ship that left the water so particulate free that you could see the bottom perfectly clear.

but otherwise, it would have to be a dream, our world even in it's best days wasn't intended to work that way.
