Turn on your PC tap the F8 key several times once your options show up select last known Good Configuration and reboot. If that doesn't work then... Go back to the same area and try to repair the old OS. These options will allow you an attempt to fix the problem without loosing everything on your hard drive. Once you do a Fresh install of Windows it will delete everything on your PC.
Go to the BIOS by pressing the F1 or Esc key depending on who makes your system. In any event you want to get into the setup area of the BIOS. This happens before your PC completely boots. Once your in Change the start up options to boot from CD as 1 and Boot from Hard drive as #2. Put you OS (XP) cd in the drive save changes and reboot

IF, you have your Windows XP installation disk, bootup from it and do a repair...this will put all the drivers back in order...
Make sure to set the CD drive as first in the bios settings in the bootup order...This way your computer will bootup from the CD.
(The first screen that comes up is the computer posting to bios)
Usually F1-F3 will get you into the Bios settings during bootup, but it should be on the bios post screen what key to push to get into it...
OR, press F8 during bootup to get to your other boot options and choose "Last known Good Configuration" and see if that works...
BUT, if all else fails....Format and reinstall Windows!

You need to go into the bios and have the system look for the start up in the CD ROM before it goes to the C drive. Put the CD in the drive and then restart the computer and the CD should be found first.

Hard drive is setup as your first boot device
To boot with cd you have to set CDrom as first boot priority device from initial setup
Try it with Del, F2, F4, or F10 as the key assigned on your computer and setup CDRom as first boot device so that it can read your CDRom first instead of Hard drive.
When computer is bootup with Windows XP setup CD reinstall windows

Insert a bootable WinXP CD in your CD Drive, then reinstall.
If you can't boot in your CD, you must reset your BIOS to "BOOT in CD".
You can go to BIOS by pressing "DEL" at startup.. Usually displayed during startup as "Press XXXX to enter Setup".. Then, when you're inside the BIOS, change the setting that reads something like "Boot in XX".. XX could be D: E: F:, whatever you CD drive maybe. (be careful as any changes in BIOS could render your system unusable).
I think, you need to reinstall to fix this problem.
