The gas is ozone (O3). It forms when UV rays break apart oxygen (O2) into single oxygen atoms. These single atoms then combine with a different O2 molecule with the help of a catalyst, a substance that aids in a chemical reaction without being changed in the process.

It is O3 in the stratosphere ,very high up. The ozone at ground level reported by the weather man is NO2 not O3 . O3 is very deadly and not to be breathed. There is a charge that is developed to hold O3 as O3 ,without the charge it will change to O2.
