The standard CPU cooling device is still a heat sink and a fan.

However, recently there have been a lot of improvements to allow better cooling of higher power CPUs. Many heat sinks now use copper at the CPU core to move heat out to aluminum fins or are all copper. Fans have gotten bigger and sometimes even use fins around the edge of the fan blades.

Another improvement has been the "heat pipe" - a tube which carries heat from a place of more heat (right at the CPU) to a place where there is less heat (though the cooling fins near the fan).

The only other CPU cooling that I know of is liquid cooling. This is normally the cooling used only by high end computers and those that overclock their computers. Very few computer manufacturers even offer this as an option as it is VERY expensive.

Mineral oil is better as it won't discolor after some use. Yeah, it is does cost a little more, but provides the same results.
