Beat them. No seriously, you need to lay down the law and tell them in no uncertain terms they may not mess with the computer and if they do so there will be consequences.
My daughter would never dream of even touching the computer without asking me first.
Good lord thumbs downer I'm obviously kidding about beating them....
I appreciate the whole change your password and stuff but you shouldn't have to. The children simply need to learn the may not do whatever they want at any given time especially to things that do not belong to them.
You don't want them to grow up like the brats in here posting on how can they get on myspace from school.

Create multiple users and put a password on yours.
They won't be able to change your Desktop if they login as a different user.
Being you the computer administrator, you can give them limited account rights if you prefer.
Just go to Control panel then click on user accounts.

Go to "User Accounts" in the Control Panel. Assign a password to your account and then open a "limited" account for your kids. That way all they'll be able to change is there "own" desktop, and not yours. Also, with a limited account you can set controls concerning downloading, what programs they can open, and many other activities.

You can set up your account as an Administrator and have access to all the system settings, but an easier way ( and a way to get your kids to stop calling you for the password ) is to set them each up an account on your desktop and lock your account. Once again, set yourself as the Admin account and set them up as users/guest accounts with limited Admin features.

As the account manager, you could limit the tasks your kids are allowed to perform on the computer. Also protect access to your account with a password.

I would give each their own user accounts and set them to limited so they can't make any big changes to the computer.
Then set a new password for the administrator account that they don't know.

Create a seperate Administrator account for yourself, and normal user accounts for them. Your account will be password protected.
They will not be able to log onto your account and therefore not be able to change your desktop.
you can create this admin account by going to control panel>Users Accounts>Change a User Account

Tell them not to, or you won't let them use the computer. Or set different users for the computer, this way you can all have your very own backgrounds and desktops...

If you mean the appearance or wallpaper only select them all except you want not to be changed & delete them. It will not be lost but any time you wish you can add them also later searching from window folder & in wallpaper subfolder.

Have different log in names. That way only you can log in to your desktop and change it. You can put a password on it if you want. Kids can have their own log ins.
