Pants... I put them on first because I always change my top a few times b efore I leave the house and I want to see what looks good w/ the pants I've got on.

Blouse first. Then pants. Sometimes skirts.

Usually, if I'm going to wear a shirt that I will tuck in my pants, then I put the shirt on first. If I'm leaving the shirt out, then I put my pants on first.

This works for men...
After the Shower & drying up...
First : Socks...
Second: Underwear... Lower then Upper
Third : Pants
Forth : Shoes
Fifth : Blouse or Shirt
Sixth : Jackets
Then out hitting the streets..

Pants first.. then the top.. but usually lay out my clothes the night before so I don't have to search for anything in the morning..
