We've been expecting the Filipino Veterans Reunification Act (or something like that ) for about a year now and nothing has changed.

They said that it was now a bill, but the senators are yet to make it a law..

What's the purpose of making it into an act or a bill, when it is not being implemented? (We are still waiting for the go signal, despite Filipino Veterans Reunification Act now being a bill..)

Can a bill be in anyway implemented?

I researched and knew that the Senate were in favor of the said bill. (It was 87-9)
Now, its also said that it was never made into law because they cannot agree on a compromise law..

What does this mean?

A Bill is what the legislator proposes. The assembly or congress discuss and debate the proposed bill. They vote on it and if approved, send it to the administration leader, President or Governor, for signing. If signed by the Administrative leader, then it is law and can be implemented and enforced.

It comes to the floor of each house as a bill, then once voted on can become a law. For different reasons, bills get blocked from coming up for votes...this is most likely what is happening to the bill you are speaking of.

a bill is a proposed law, but is not a law until it is voted on and passed.
