We've been expecting the Filipino Veterans Reunification Act (or something like that ) for about a year now and nothing has changed.
They said that it was now a bill, but the senators are yet to make it a law..
What's the purpose of making it into an act or a bill, when it is not being implemented? (We are still waiting for the go signal, despite Filipino Veterans Reunification Act now being a bill..)

I researched and knew that the Senate were in favor of the said bill. (It was 87-9)
Now, its also said that it was never made into law because they cannot agree on a compromise law..
What does this mean?
