The valves for gas and water line valves are often underground. They set a "curb-box" over them to allow access and keep the dirt from falling on top of the valve. The caps often have a bolt with a tamperproof head (5 sided) that requires a special wrench to turn them.

if you're referring to the concrete 'lid' that covers the meter for said utilities.. those in the industry are referred to as Christy Boxes. Anyone in construction or that would be working with those items would know what you mean if you say that.

there may be a reference to a 'meter box' or for electrical a 'pull box'
