I just replaced my Tecumseh starter on my 1993 Craftsman lawnmower. 12hp. The starter spins when I hook a jumper pack to it but not through the battery. I assume the battery is dead. However shouldn't I be able to start the mower by jumping the starter? When I jump it the starter doesn't hit the fly wheel. Why? What can I do to fix it? Could it be my jumper pack is just not strong enough? Its 12v 6amp. Please tell me this is a simple inexpensive fix. thanks

Try jumping it off your car battery and if it still doesn't engage take the starter off and lubricate the bendix. If that dosen't work, take the starter back, you got a defective part.
Get the battery in the mower charged and check that all ground connections are clean and tight.

If you suspect that the battery is dead, charge it or replace it.
