how are people panalised on employing children at their homes

They have boards painted to the effect of- Ordered not to employ children below 14 etc. The boards are painted by under 14 kids!

Seriously, Indians are becoming more socially aware these days yet at least a decade is needed for the people to wake up completely.

As an aside, why is a child working as a mechanic sympathized compared to a child actor? Money??

Unfortunately people are not penalised for employing children to do house work. But many of the state govts have introduced compulsory and free education for children upto high school (eg: Kerala, there is hardly any child labour, even the poorest send their children to school, govt as well as NGO's provide mid day meals, free books, uniform etc) to encourage children to attend school.

In some states like UP and Tamil Nadu child labour is rampant. However, there is a social awakening among the people of India not to encourage industries employing child labour (as a protest against child labour in cracker industry, children of well to do families stayed away from buying crackers for diwali, a major festival in India). Let us hope a day will come when no child is used to substitute adult labour in India.

There are laws against child labor and people may either be fined or sent to jail depending on the situation.
