I have checked all of the fuses and they are all good to go. The warning lights at the top of the panel still light up and my brake lamp light even came on when a brake light went out. Sometimes the clock in the middle of the dash comes on and sometimes it doesn't. Also, sometimes the light around what gear I am in lights up and sometimes it doesn't. At night I can't see my speed limit, temperature, RPMs because it's completely dark. I am thinking it may be the Instrument Panel Dimmer Switch or there is another part that is encased in a panel underneath the steering wheel and I'm not sure what that one is called. I don't think it would be the bulbs going out all at once... anyone have any ideas?

2 possible things here, 1 is your light bulbs are wired in series and when one goes out, they all go out. and 2 is you have a bad ground somewhere in the dashes light wires and that will be ''fun'' to search for(lol) I would pull the instrument panel and check the bulbs then start looking for the ''short'' in the wiring in the dash.Good Luck

If you can not find any suitable automotive scanner even in Honda dealer, please try to detached the negative battery terminal (all electrical system off ) for about 15-20 seconds and re-fix after the given time. You must change the quality of the gasoline you are using with higher octane as the fault must be from the oxygen sensor only.

it sounds like a blown panel. i have seen this happen quite often in these older hondas. check eBay or a local yard to see if they have any of these 3rd generation accords sitting around.
