I gave this a star because I think it is such a very good question. Interestingly, the precedent for such encounters has been set. Meetings between vastly different cultures have happened here on this planet. Some have been peaceful and mutually beneficial, but unfortunately, most have not.
If we encounter other intelligent life, I would not be surprised to find the words "Federation Prime Directive" being bandied about by policy-makers. It may very well set the precedent for interplanetary/interspecies contact and would become law for all humans.
I would HOPE that we have advanced beyond the conquistadores. The new land will not be owned by nations. There will be treaties to prevent it. But if private venture gets involved, well, this would be a subject for good debate.
(Oh, darn, you said "habitable" not "inhabited." Oh well.)

Well, technically it the Moon (Not a Planet) and then Mars. That what we have found so far. From there we will probably inhabit some more Moons and Planets within our Solar System as we learn more of how to inhabit them. The closest Planet outside our Solar System is many, many Light Years away. But, if man still around 1,000 years from now we may have the technology to go there.
Space is supposed to be a joint effort by the Nations working together. That what the International Space Station is all about. Each country contributed different parts, at least the countries that are trying to work together.

Oh course it's going to belong to the people who were there first! Mostly doctors and people with use able brain cells would live there if it was like a Utopia or something, but if it's a right s*it hole then they'll send the chavs and benefit scroungers and call it a Utopia (hahaha, I live in a dream world don't I?)
Knowing humans, we'll go in with our huge size twelves and stomp all over the poor natives (from what happened to the Native Americans AND the Aborigines) and impose our own religions and beliefs and stuff.

Good question. Well, the moment we'll find a new habitable planet (it is obvious it would have some pre-existing life),so we will start studying them and destroying them.
Your question regarding government , I guess no matter who finds/lands on the planet, the most powerful country on this world at the time would rule there.Also, it would frame such ridiculously awkward rules about government ,that only the people that it wants ,would rule .
So,in short ,it would lead to the same conditions which we are facing currently.
I also agree with Red5 ,KBW3 and the one who said regarding messing the planet etc.

Probably nothing because with today's technology, we'd never know it was inhabitable and at today's speeds we travel through space at, it would take a few hundred thousand years to get to it. According to an international treaty, no nation on earth may claim anything outside the earth for its own.
