By a very bizarre quirk of history the honour(!) falls to the Lord Privy Seal, in this case the Leader of the House of Commons, Jack Straw.
However, it should be remembered that Tony Blair is less than an hour's flight away (closer to London than George W Bush was to Washington on 9/11), and, although hospitalised John Prescott is still conscious and thus able to make decisions (for better or for worse).

The country continues to be run by the civil servants. If a ministerial decision needed to be taken, Tony Blair could be contacted in Germany with ease. If, for whatever reason, he couldn't and John Prescott was unable to make the decision, a senior Secretary of State, such as the Foreign Secretary or the Home Secretary would be asked.
There is no strict constitutional position - except that ultimately in law, all the ministers are ministers of the Crown; so, in the absence of anyone, the Queen would take the decision...

Whoever has been running it and making a total pigs ear of it all the time that T Blair has been in office, because he hasnt been in the country for five minutes all along.
J Prescott is one big joke so he is better off out of the picture altogether instead of us paying his wages for him not doing his job.
They probably put names in a hat and get someone to pull one out every day to decide who gets the job

Usually goes down the totem pole to the next Important member of the cabinet, Home Secretary I think. Personally my vote goes to Wonder Woman cos we NEED more public holidays!
