They must be referring to the working class dogs that actually do something,,,

Used to be dogs weren't pets, they were working animals, like horses and oxen. They were used for herding, hunting, guarding, and to pull sleds. They worked 24 hours a day, and were only paid in food.

probably refering to actual working dogs, as in sheep dogs and dogs who round up cattle, seeing eye dogs etc
