I'll break down a couple things you can do get your computer working the way it was originally. If you using your laptop for normal stuff and not gaming. You got a good setup. You don't need more RAM you just need to perform a few maintenance task.

First, if you haven't cleaned your registry in a while. This is necessary. Your registry holds all the information regarding updates, installs, un-installs etc. Each one of those events has
a key. and that key need your PC's resources. So, if you should clean this up. Do a registry scan if you got more than 20 errors you should clean it.

2. Clear your Windows cache files, this your temporary file. It can grow up to a large volume and stop your computer from using RAM properly. In a sense slow it down by preventing it from using free space.

3. Manage your startups. Your excess CPU usage is due to too many programs running in the background. You can cut these to barebones by alter your msconfig.

Other great tip is increasing your virtual memory to simulate more RAM. This will give you a bit more resources for multiple program use or CPU heavy programs. Check the link to alter your virtual memory spec.

Unless it is a late model laptop, i would'nt really bother, if you need to speed up the processing power of the cpu in a lter model laptop you can usually overclock it with an overclocking utility. But it rteally does'nt do much really because there is so many bottle necks in a system, if you're say converting a video to dvd for example the best way to speed up the processing time is to give it more memory and shut down any useless programs. keep your hard drive defraged, keep your memory as free as possible and keep the laptop at full power usuage.

You can't really do much if you use Windows. Applications and processes draw as much CPU time as they can get away with.

On other operating systems like Unix/Linux you can use the 'nice' command to give certain applications or processes a higher percentage of CPU resources. Windows has a fairly crude way of prioritising resources which can be done via Task Manager.

remove graphics to a minimum no desktop picture or themes etc.
run minimum amount of programs in background, you can check which programs start up when your PC starts by going to run on the start menu and running msconfig.
have a separate firewall and anti virus, programs like Norton and zone alarm are notorious system hogs. (avast is fantastic and free for anti virus, as for firewall depends on your connection)
right click on my computer and click on manage then turn off any services you don't need. (don't try this if you don't know what they are)
Turn off system restore.
run spy ware checks regularly (ad aware is great and free).
De frag your hard disc often.

this should do for starters.
