I understand that the electrical charge is stored on chemical bonds somehow but don't know the exact details.

The car battery is a storage battery of the lead - acid type. When electricity passes, reversible chemical reactions take place and when we draw the electricity, the chemical changes get reversed. The battery has a definite number of charge - discharge cycles. If you need more details of the chemical reactions that take place, do an internet search.

When the car is running, the alternator charges the battery. The battery in turn helps the engine start, work the horn and lights etc., even without the engine running.
