I'm not sure that he was. He didn't have many major accomplishments, but the times weren't exactly dramatic. He just sort of went along with the flow of the period. It's hard to get too excited over Tariff reform.

Harrison also was a one-termer, beating Cleveland and then losing to him. Sounds like the country was pretty divided at the time. Tough to get big things through Congress under those circumstances.
