Consulting customers of public services?

Can you describe how in your country citizens are consulted for improving government services? Are their organizations in your country to make the captured customers stronger or better informed? Are those independent bodies and how are they financed?

we have just voting power to change them. Nevertheless, there is huge corruption in all level of state bureaucracy in Turkey and Nobody knows solution
