It could be temperature controlled. The summer heat is causing it to spin at max RPM. Try these solutions:

It depends on what fan you are talking about. There is the power supply fan which can get noisy and the case fan.
Power your unit down and blow out all the dust with a can of compressed air. Dirt and dust are 90% of the cause of noise and problems. Some case fans run faster as they monitor the internal temp. Again, dust is one of the major causes.

The fans must have a heat sensor, so it's summer now, it means it needs to spins faster to cool it down. To improve your system air flow get a better case.
i.e. Cooler Master Stacker Series.

It might be clogged up with dust. Try getting a can of compressed air and blowing it out. You can get it at any office supply store or even walmart.

try dusting/vacuuming your case dust retricts airflow and airflow = cool and will lessen the need for your fan
