For instance if you pay with a $100 bill from 1995 with none of the new features of the current $100 bill, does the store have to accept it, or can they deny it?

in the U.K. they don't accept old money,shame really as I have loads of old 10+50pence pieces

The bill design has been changed, the bill has not been discontinued. The store has to accept the old designs.

I believe that a store can deny any bill.

Here in the UK, banks have to yes. As for stores, I'm not too sure, and I don't know about the States either.

of course, stores have to accept them! it should still be acceptable. but it's really up to them. they do have the right to reject payment if they have to.

if you got "discontinued" bills, you may opt to change them to new ones in your central bank.

No they cant deny it. Currency is currency....just because its out of print doesent make it any less valuable.
