The leaf discoloration sounds like black spot, a fungal infection. Black spots appear with fringed margins on the upper surface of the leaves and young stems. Yellow areas develop around the spots and the leaves may drop. Black spot is spread by splashing water, so avoid overhead watering. Prune out diseased tissue, and clean up fallen leaves. Burn or bury 6" underground all diseased material you collect to minimize reinfestations. In the future, you can prevent black spot with the selection of disease resistant roses or the use of a systemic fungicide like Bayer's Advanced Rose & Flower Care products (simple root drench that will fertilize, prevent fungal attacks and control insects like Japanese Beetle with NO spraying!). yeah- sounds like black spot and believe me it can happen to the best cared for roses and almost anywhere on the planet, so you're not alone.

best treatment is to remove any really diseased wood and BURN it (don't compost it or anything; the fungal spores will live on). treat bushes with a fungicide and next year, start spraying roses with fungicide just as new growth starts to appear in Spring, to prevent black spot developing. you usually need to spray every two weeks or so in the growing season to maintain protection.
