Because until the 19th century with the development of quicker, faster, and more reliable forms of transportation (such as the locomotive, steam ship, and today the passenger airplane etc...) the ability of people to travel purely for pleasure was not possible.

Because over a series of evolutionary years, it has become it's own industry. Just think, in some places you can make a living just by being yourself and showing people who haven't been to where you live all about it! (and selling local crafts.)
It is, by definition, a phenomenon. A thing so out of place in comparison with the rest of the economy that it's almost hard-to-name, but It started with tours, so I guess we'll call it "tourism".

Only now can common people afford to travel.In Jules Verns"Around the world in 80 days" both were very wealthy men with nothing better to do.People own their own cars which origionally only wealthy could afford.As transportation gets cheaper more people want to travel and see what they read in National Geographic.

100 years ago, when you had to milk the cows every day, and plow, plant harvest, cultivate, bail hay, repair fences, and the rest of the year you were snowed in, tourism was just for the very rich.
