Do gibberellin hormones need water ?

I dont understand why water is needed for plant growth if hormones are already active. Do the hormones need water and sunlight to work?

Water is needed for the plant to live and carry out photosynthesis. Humans are full of growth hormones, but not drinking kills humans too.
