Why are people offended of other people being nude in public?

We have spent so long clothed our bodies have lost the natural tendency to protect us with regards the weather.

Naked either we are too cold when the wind blows, or we dehydrate when to hot,

As for why people are offended it goes against the basic moral code that has been followed for centuries.

Depends on the bod. Me? Probably wouldn't want to see mine. Some hottie? Well, in that case I agree with you. It should be allowed. Even encouraged!
