If you live in england ,don't , it's illegal.
if not then the best way is to replace the horn with a digital voice box (although i have no idea where to get one) with this you can record any message which will then be played through a small but quite powerful amp when you press the button.
my mate had one that said f**koff

I once had a truck in my left lane scare the crap out of me with his horn. Not only me but the guy in front and next to him.
Afterwards, I saw a small SUV (GM Jimmy) drive by. It turns out he had a truck horn but not a truck. Ever since then I wanted a truck horn. But it turns out those things are few hundred dollars and pretty large.

Most auto parts stores sell a variety for under $100. Just make sure the person installing it knows what they are doing. My Grandma has one in her little honda civic, its hilarious.

Install a small set of airhorns. They run about $150 - and people WILL move when they hear them, thinking your car is a large truck.
