There are a couple of ways. One is to run a script at start up and the other is to make a tweak in the registry.
!!!!WARNING!!!! If you don't know what you're doing, leave the registry alone. This contains all your information and a corrupted registry can cause severe problems.
Go to Start => Run and type Regedt32.exe
Find HKEY_USERS, select the + next to it.
Find .default, select the + next to it.
Find Control Panel, select the + next to it.
Select the folder Keyboard.
In the right hand pane, locate InitialKeyboardIndicators which should be a 0 at this point, right click on it and select Modify. Change it to a 2 and voila! NumLock on whenever you boot up.

if you're using Windows XP, then upon booting into Windows, press the NumLock. after several times, WinXP will remember the settings.

F1, or DELETE to enter BIOS Setup Utility, as SOON as you push the power button on,(hold it until it beeps, let go) May be in Standard CMOS Setup, or in Advanced...........
