How do u make a file so it doesnt open up with ay other program and says stuff like use he web to find porgram or use it from a list

but it alredy is using a program but i don want it to

Your question is totally unclear...
I assume you want to make a file that does not open in any program when you click it?
If yes, then you just delete the extension. There is no program and never will be any, that is associated with a NULL extension.
E.g. original file is FileName.txt
change it to FileName
That's it.

EDIT:

If you want to REASSIGN a filetype to a program, go to Explorer/MyComputer, go to the file, right-click on it, choose "Open with...", then choose the program (or browse to it), and check the "Always use this program" box.


EDIT 2:
There is another solution involving Registry edits, but that is obviously not safe for your expertise...

if you want to change a file back to an .iso file, then make sure the extensions are visable ( go to C drive, then open up tools, then folder options, then go to view, and uncheck "hide known extension types) then go to the file, and edit the name to say "yourfilenamehere.iso" and just put. iso instead of whatever extension is there. hopefully thats what you meant.

Your question doesn't make any sense. ".iso" is irrelevant.
