I have a piece of HNBR rubber that I want to cut to size, accuracy should be within 0.05 of an inch, and I have no sophisticated tools. Any mistake could mean excessive leakage.

You should be able to cut your Hydrogenated Nitrile Butadiene Rubber with a shop knife that uses razor blades. Use a straight edge, such as a metal ruler, to follow your guides. If the rubber is too thick for the razor blade, you can use a jigsaw with a fine metal blade.
