Rain water contains ions that come from the atmosphere. In particular it contains HCO3- and NO3- in the form of carbonic acid and nitric acid. If the rain falls through atmosphere polluted with sulphur (from coal-fired electricity plants), then it also contains sulphuric acid (acid rain).
Distilled water will contain some CO2, but very little so it does not have many ions to carry electric current

Well,electricity depends on the number of free electrons in the atom. If the no. of free electrons are more,then the substance is called conductor and if the free electrons are less then the substance is insulators. So, the rain water is impure compared to distilled water. Thus the bulb doesnt glows if distilled water is used as electrolyte because there are less no. of free electrons in it and then they all obstruct the flow of electrons.Thus resistance is created.

Pure water is actually an excellent insulator. It is the impurities that allow water to conduct electricity.
