It's basically a second aquarium connected to the main aquarium, and usually sits in the tank stand, although you can keep it above the tank as well.

The main advantages of having one are it increases the water volume (so you can put more fish in the tank as long as they aren't aggressive or territorial species), plus you can use the "hidden" one to attach the filter, heater, etc. so you don't have to see them. The biggest disadvantage to one is the extra plumbing to connect them, and if you don't have the water levels set correctly, if your power shuts off, the plumbing to the top tank will drain downward and cause the lower tank to overflow.

Have you ever heard of a "sump pump"?

Have a nice day!
