The League for the Independence of Vietnam, or Viet Minh began during WWII by the Indochinese Communist Party as a front organization to win popular support, they thought that the world war was a good time to try for independence.

The Viet Minh Party was replaced in the 50's, however, the term Viet Minh continued to be commonly used for supporters of the movement for a unified Vietnam.

Viet Cong was the derisive term applied to the Viet Minh by the South Vietnamese Prime Minister, slang for Vietnamese Communists..

The Geneva Accords of 1954 is where one of the replies states that a general election would be held all over Vietnam and the popular winner would rule all of Vietnam, except, South Vietnam never signed the treaty as they were not willing to give up their political rights to the communists.

So the USA and South Vietnam did NOT cancel the election because they feared that Ho would win, there was never an agreement to hold an election in the first place.

The Viet Minh fought Japan and, with far more resources, vigour and effort, against France who ruled Vietnam.

The Viet Cong were the communists who fought in South Vietnam after Vietnam was divided under the terms of the peace treaty signed with the French after their defeat in 1954.

The partition of the country was only supposed to be temporary but the South called off the election because Ho Chi Minh, who led the Viet Minh, was going to win. After this election was abandoned, the Northern-based communists built up their structure and military forces in the south- using old Viet Minh units and commanders. War began in the very late 1950s, and was widespread a few years later. The Southern government was not able to deal effectively with the communist guerrillas, so America moved more resources in to help them.

Eventually the North sent units from their regular army to the south to fight- properly, the 'Viet Cong' were locally-recruited guerrilla fighters. They were mostly killed off by late 1968 and the NVA (North Vietnamese Army) was doing most of the fighting. To the Vietnamese then and now, both wars were wars for independence- one against France, one against America.

So the Viet Cong evolved from the Viet Minh, but were different.

The Viet Cong was basically the pro-North Vietnamese forces from within South Viet Nam during the conflict. They emerged after the division of French Indochina in the mid-1950's which created two Vietnamese states, one of which was more loyal to the west. In this sense, their enemy was the South Vietnamese government and the United States supporting forces.
