The official interpretation is that the pyramid represents strength and durability. It's incomplete because so is the work of building the nation. The eye in the triangle is the all-seeing eye of providence.
There is talk of some connection to the Freemasons; it's not known how many of the founding fathers were members.

It's masonic symbolism. The founding fathers (most of them) were Freemasons. Even the streets in Washington DC are shaped like pentagrams and you'll see a pyramid with an Owl at the top (the owl being the all-seeing eye -- it's pinnacle is at the United States Capitol building).

Read Angels & Demons by Dan Brown (prequel to Davinci Code). The character in the book covers it. It of course is fiction but it sounds pretty plausible to me.
FDR "okayed" the bill, look that up. Nothing has to do w/ undermining - they just threw a few seperate non associated things on there.
