Pine straw works to cut down on weed growth but I never saw in used before i moved to Georgia. I would go and get some of that black weed paper and rocks or wood chips. Or just use a weed wacker or lawn mower and mow it like grass, that is what I do.
Most cities have some ordanance like this to cut down on fire danger. But most of the time cities have to send you a notice to comply and then you have a certain number of days to comply. But usually cities do not look for violations of this kind unless there is a high risk of fire. If you are in a high risk area for fire they are just protecting your home and your neighbors. You should feel good knowing that if a fire comes through your way you city is doing its best to control the risk. But if you are not in high risk for fire, my guess is either your trash collector(because the weed are high in the area they have to pick up trash) or your neighbor is complaining to the city that is why they are enforcing the letter.
Your best bet might be to talk to you neighbors and ask them how they control the tumble weed and weeds. If it is them that is calling at least they will know you are trying and maybe lay off for a while. Also keep they area where your trash(or any area along the alley where they drive) is clear of weeds on trash day because they call a lot.

I think the hoaxer deserves his sentence. If he's been doing this for 40 years then it's time he was taught a lesson. I would assume he has been warned on loads of occasions, probably fined quite a few times and told next time he would be jailed, yet he still does it. No sympathy for him. While he is diverting emergency staff, someone could be in desperate need of their care and it could so easily have cost lives. On the other hand, I feel sorry for this woman. Her husband was over 70 so it's possible he was not in the best of health himself, either physical or mental. We really don't know enough facts. What I would like to know though, is where were the rest of her family that they didn't realise what was happening?

Four inches or taller? I think that you need to stop listening to neighbor gossip and find out what your city ordinances really are. Someone must not be happy with the way your yard looks. Maybe you also need clarification on what are considered "weeds". If you have tumbleweeds gathering, just clear them out. If you have tall weeds, either mow them over, trim them with your trimmer or spray some round up on them.

That sucks. How about making your yards a rock garden. Xeriscaping? Put down that weed stopper fabric stuff and get a truckload of sand dumped on top. Your city sucks. Fight back against the city, not the weeds so much. Those little worms sound like they let the power YOU and other taxpayers gave them go straight to their little heads.

I am a nature lover so that is sarcasm. That is so much like not having the freedom to have your home like you want.
What next the color of paint you use?

Holy moly! Sounds like it's time to move!
Weeds are basically a weekly chore. If you can mow them, it's slightly easier. Maybe try hoeing them and seeing if that's faster than pulling them. You can also lay down old carpets -- that blocks the sunshine, and the weeds can't push through them.
Your city sounds pretty draconian, though. You should start going to city council meetings, and get some laws changed!

This is rather stiff or what? I would go to the city management committee and find out what the ordinances really are.
For our area, we're just outside the city limits, the ordinances are 18 inches high and if you don't cut, they send someone over to find out the problem then cut it themselves and charge you or, add it to your taxes.
My son has the contract.
