It was more of a generic term for having been in multiple bodies of water. Modern people count them as the Arctic, the Antarctic, the North and South Pacific, the North and the South Atlantic and the Indian Ocean. It is very doubtful that any of the ancients went on all of those. They counted bodies of water like the Mediterranean, Black and Caspian Seas. It was a mystical number used by numerous ancient cultures.

Although seamen of long ago are popularly known to have stated "I've sailed the seven seas," there really wasn't a good definition of those seas. However, today, the seven seas are the North Atlantic, South Atlantic, North Pacific, South Pacific, Indian, Antarctic, and Arctic Oceans.

If you consult a map (or a world globe) you will find that there are seven (7) major oceans. This is where the expression of "sailing the seven seas" comes from. Bascially it means that the Sailor who spoke it, has been around the world.
