I would call the Army Corps of Engineers they deal a lot with the waterways. Tell them you found an abandoned sunk boat and want to claim salvage rights. They will tell you what to do or who you should contact.

If I understood a friend correctly, they ran into something simular a few years back. It wasnt sunk, but abandoned, which might be handled differently. All he did was file a Title 42 Lein on the boat & motor VINs with ODOT. And in 90 days he had a clear title to them.
On sunken boats I am pretty sure Lake Patrol or OHP will be involved and have it documented on whos boat it was. Check with them

Call your state motor vehicle dept, it will change form state to state. What works here might not work where you live. It shouldnt be too dificult though, good luck with it, sounds lke a fun project.
